THE Chief Minister said drivers needed to take more responsibility for the rising death toll.

The Territory's road toll hit 40 deaths yesterday, compared with 29 for the same period last year. Chief Minister Paul Henderson said:  "I find it incredulous here in the Northern Territory that we've still got people not wearing seatbelts," he said.

But Opposition Leader Terry Mills said the Government hadn't done enough.  "I don't believe Labor has put the right effort in," he said.
